DigComp 3.0 reflects recent and emerging digital technological developments \u2014 including Artificial Intelligence \u2014 while maintaining the framework\u2019s stability, coherence and technology-neutral approach.<\/p>\n\n\n\n<p>DigComp supports policymakers, educators, employers and researchers in understanding, developing and assessing digital competence across education, training and employment contexts.<\/p>\n\n\n\n<p>\ud83d\udc49 <strong><a href=\"https:\/\/publications.jrc.ec.europa.eu\/repository\/handle\/JRC144121\" data-type=\"link\" data-id=\"https:\/\/publications.jrc.ec.europa.eu\/repository\/handle\/JRC144121\" target=\"_blank\" rel=\"noreferrer noopener\">Download DigComp 3.0<\/a><\/strong><br>\ud83d\udc49 <strong><a href=\"https:\/\/joint-research-centre.ec.europa.eu\/projects-and-activities\/education-and-training\/digital-transformation-education\/digital-competence-framework-citizens-digcomp\/digcomp-support-material_en\" data-type=\"link\" data-id=\"https:\/\/joint-research-centre.ec.europa.eu\/projects-and-activities\/education-and-training\/digital-transformation-education\/digital-competence-framework-citizens-digcomp\/digcomp-support-material_en\" target=\"_blank\" rel=\"noreferrer noopener\">Explore DigComp 3.0 resources<\/a><\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What\u2019s new in DigComp 3.0?<\/h3>\n\n\n\n<p>Compared to the previous version, DigComp 3.0 introduces several important updates:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>No changes to the overall structure<\/strong> of the framework<\/li>\n\n\n\n<li><strong>Updated wording<\/strong> of competence areas and competences<\/li>\n\n\n\n<li><strong>Revised proficiency levels<\/strong><\/li>\n\n\n\n<li><strong>New learning outcomes<\/strong>, structured by knowledge, skills and attitudes<\/li>\n\n\n\n<li><strong>Transversal integration of Artificial Intelligence competence<\/strong> across all areas<\/li>\n\n\n\n<li>An <strong>extended glossary<\/strong> clarifying key terms<\/li>\n\n\n\n<li><strong>Multiple formats<\/strong>, enabling easier tailoring and adaptation to different contexts<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Developed with a broad European community<\/h3>\n\n\n\n<p>DigComp 3.0 was developed with input from <strong>over 300 individuals and organisations<\/strong> across Europe and beyond, including policymakers, educators, employers and researchers working on digital competence.<\/p>\n\n\n\n<p>Its development was guided by key <strong>content themes<\/strong>, such as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Artificial Intelligence (including generative AI)<\/li>\n\n\n\n<li>Cybersecurity<\/li>\n\n\n\n<li>Digital rights, choice and responsibilities<\/li>\n\n\n\n<li>Wellbeing in digital environments<\/li>\n\n\n\n<li>Tackling misinformation and disinformation<\/li>\n<\/ul>\n\n\n\n<p>And <strong>application themes<\/strong>, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Digital competence as a core element of lifelong learning<\/li>\n\n\n\n<li>Recognition of pre-requisites for acquiring basic digital competence<\/li>\n\n\n\n<li>Evolving and diverse digital competence needs<\/li>\n\n\n\n<li>Flexible and agile use of the framework across systems<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Five competence areas, four proficiency levels<\/h3>\n\n\n\n<p>DigComp 3.0 continues to be organised around <strong>five competence areas<\/strong>:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Information search, evaluation and management<\/li>\n\n\n\n<li>Communication and collaboration<\/li>\n\n\n\n<li>Content creation<\/li>\n\n\n\n<li>Safety, wellbeing and responsible use<\/li>\n\n\n\n<li>Problem identification and solving<\/li>\n<\/ol>\n\n\n\n<p>Digital competence development is described across <strong>four proficiency levels<\/strong> \u2014 Basic, Intermediate, Advanced and Highly advanced \u2014 reflecting task complexity, autonomy and cognitive demand.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">AI competence integrated throughout<\/h3>\n\n\n\n<p>Rather than being treated as a standalone topic, <strong>AI competence is embedded across all 21 DigComp competences<\/strong>. This approach recognises AI as one digital technology among many, while ensuring that citizens develop the knowledge, skills and attitudes needed for its <strong>safe, ethical and responsible use<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Strong policy alignment<\/h3>\n\n\n\n<p>DigComp 3.0 aligns with major European initiatives and values, including the <strong>European Declaration on Digital Rights and Principles<\/strong>, the <strong>Digital Decade policy programme<\/strong>, and EU legislation such as the <strong>GDPR<\/strong>, <strong>Digital Services Act<\/strong>, <strong>Digital Markets Act<\/strong> and <strong>AI Act<\/strong>.
