A media literate population with the skills to critically assess the content they see, and with the skills and tools to shape their own media experiences, is better able to participate in civic life and in society more broadly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Media literacy has been an important part of Ofcom\u2019s role since we were established in 2003. We are delighted to share that last month, following consultation and engagement, we have published&nbsp;<a href=\"https:\/\/www.ofcom.org.uk\/siteassets\/resources\/documents\/consultations\/category-3-4-weeks\/how-to-promote-media-literacy-consultation\/main-document\/media-literacy-recommendations-for-online-broadcast-and-other-content-related-services.pdf?v=419952\" target=\"_blank\" rel=\"noreferrer noopener\">10 Media Literacy Recommendations<\/a>&nbsp;for online services, broadcasters, streaming services and other content-related service providers, such as generative AI services. Together, they set out what we think \u2018good\u2019 looks like in supporting media literacy, and aim to help create content and media environments that will actively empower users and support critical engagement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We know that online services have high-attention relationships with their users, and broadcasters, including public service broadcasters (PSBs) have high-trust relationships with their audiences. This means that while the way they do things might differ, online services and broadcasters are uniquely placed to support the development of media literacy skills for their users and audiences.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The recommendations are set out in four groups:&nbsp;<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li>service design,<\/li>\n\n\n\n<li>during use,<\/li>\n\n\n\n<li>beyond the service, and,<\/li>\n\n\n\n<li>evaluation.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">The first two groups are intended for online and content-focused services that aggregate, distribute and publish content to reach audiences. They focus on how these service providers can best design their environments to enable informed choice and empower users in real time. The remaining recommendations extend to all service providers, including broadcasters and streamers. The recommendations&nbsp;are designed&nbsp;to achieve&nbsp;four broad outcomes:&nbsp;<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>Services are designed to give people meaningful choice in how they engage with content\u00a0(Recommendations 1\u00a0and\u00a02).\u00a0<\/strong>That means making inclusive design and policy choices right from the start\u00a0and providing\u00a0transparent information\u00a0\u2013 including\u00a0explaining how\u00a0recommender systems\u00a0operate &#8211;\u00a0at key points in the user journey.\u00a0<\/li>\n\n\n\n<li><strong>People are empowered to\u00a0actively\u00a0manage\u00a0and control their own experience\u00a0(Recommendations 3\u00a0to\u00a06).<\/strong><strong>\u202f<\/strong>Service providers should equip people with practical tools to manage and personalise their online experiences\u00a0and\u00a0empower them\u00a0with the skills to\u00a0critically assess the credibility of the content they encounter.<strong>\u202f<\/strong>Service providers should also\u00a0support parents and caregivers to guide younger users in an age-appropriate way and engage\u00a0third parties to extend the reach\u00a0and impact\u00a0of their media literacy initiatives.\u00a0<\/li>\n\n\n\n<li><strong>Service providers\u00a0contribute to\u00a0the\u00a0broader\u00a0media literacy landscape\u00a0through partnerships and outreach\u00a0to\u00a0build trust\u00a0(Recommendations\u00a07\u00a0to\u00a09).<\/strong><strong>\u202f<\/strong>Service providers should\u00a0create\u00a0and\u00a0promote\u00a0relevant programming or educational\u00a0initiatives\u00a0to support critical engagement\u00a0with content. We expect service providers to\u00a0commit to\u00a0long-term,\u00a0sustainable\u00a0investment\u00a0in media literacy campaigns, content and partnerships, including those which target underserved and diverse audiences.\u00a0<\/li>\n\n\n\n<li><strong>Driving\u00a0continuous improvement through ongoing evaluation\u00a0of what works\u00a0(Recommendation 10).<\/strong><strong>\u202f<\/strong>Service providers should\u00a0regularly\u00a0assess the impact\u00a0of their design choices and\u00a0media literacy\u00a0activities\u00a0and publish their findings, as well as publishing an annual\u00a0statement on their activities.\u00a0\u00a0<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What\u2019s next?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We will review and revise the recommendations in 2029. In advance of that, we will report on how service providers have adopted the recommendations.
