The European Commission has launched a Call for Evidence as part of the evaluation of the Council Recommendation on Individual Learning Accounts (ILAs), and is inviting input from across the adult learning and education community.<\/p>\n\n\n\n
Adopted in June 2022, the Recommendation asks Member States to set up ILAs that give working-age adults individual training entitlements, alongside a supporting framework of career guidance, validation of prior learning, quality-assured training offers, and paid training leave. The aim is to lower the financial and time barriers that keep adults out of training, close skills gaps across the EU, and contribute to the EU’s 2030 target of 60% of adults participating in learning annually, set out in the European Pillar of Social Rights Action Plan.<\/p>\n\n\n\n
Three years on, the Commission is now evaluating how the Recommendation has been implemented in practice, looking at its effectiveness, efficiency, coherence and EU added value, including how well ILAs are reaching SMEs and vulnerable groups. The Call for Evidence is one strand of this evaluation, alongside targeted consultations and national case studies.<\/p>\n\n\n\n
Stakeholders are invited to share views, data, or analyses on ILA implementation.
