{"id":5610,"date":"2020-02-03T16:05:18","date_gmt":"2020-02-03T16:05:18","guid":{"rendered":"https:\/\/media-and-learning.eu\/?p=5610"},"modified":"2020-02-04T10:29:37","modified_gmt":"2020-02-04T10:29:37","slug":"study-published-into-how-mil-can-support-quality-journalism","status":"publish","type":"post","link":"https:\/\/media-and-learning.eu\/type\/featured-articles\/study-published-into-how-mil-can-support-quality-journalism\/","title":{"rendered":"Study published into how MIL can support quality journalism"},"content":{"rendered":"\n<p>In December 2019, the Council of Europe published a draft version of the study <a href=\"https:\/\/rm.coe.int\/draft-version-of-msi-joq-study-report-rev-v6-2\/168098ab74\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"Supporting Quality Journalism through Media and Information Literacy (opens in a new tab)\">Supporting Quality Journalism through Media and Information Literacy<\/a> which was designed to provide context for and evidence to the <em>Committee of experts on quality journalism in the digital age<\/em> (MSI-JOQ), Member States and other relevant stakeholders on media literacy activities in Europe supporting quality journalism. <\/p>\n\n\n\n<p>The study was based on a matrix of Media and Information Literacy (MIL) skills and knowledge identified as necessary to recognise and value quality journalism, and by extension foster an environment favourable to quality journalism in the digital age. Prepared by myself and Dr. Markus Oermann, the study is not intended to provide a comprehensive matrix of all MIL projects and activities taking place in Europe, but rather a snapshot of media literacy related projects that might help to promote quality journalism.<\/p>\n\n\n\n<p>Across the 68 projects or initiatives\nexamined, almost 9 out of 10 respondents reported that &#8220;understanding how\ncontent is created and edited&#8221; and \u201cbeing able to distinguish between\ndifferent types of content such as fact, opinion and advertisements\u201d were\nskills promoted through their MIL activities. <\/p>\n\n\n\n<p>However, it was notable that the least frequently promoted MIL skills &#8211; such as understanding of how social and search services operate, and how media is funded, regulated and distributed &#8211; are the same skills that could be considered to be fundamental in terms of promoting quality journalism in the digital age.<\/p>\n\n\n\n<p>In relation to the groups of people\ntargeted by these projects, the data showed that, while teachers and students\nare being well-served, the group of people least likely to be familiar with how\nthe economics of the internet and how the online infrastructure operates (over\n65s) are being significantly under-served by these projects. <\/p>\n\n\n\n<p>The study also identified five models of\nMIL practices that may help to promote quality journalism and a number of prototypical\n\u2018promising practices\u2019 for each model which could offer useful starting points\nfor adaptation or further development of MIL initiatives, programmes and\nprojects.<\/p>\n\n\n\n<p>The study &nbsp;highlighted the need for more collaboration between stakeholders and highlights the need for all stakeholders to recognise their own roles and responsibilities in relation to MIL and the need for them to be prepared to lead on, participate in, and fund MIL projects on a long-term basis.<\/p>\n\n\n\n<p>The study also considered that given the\nchanging media environment as well as asymmetries of economic power and\npolitical interests, there is a critical need for users to better understand the\noperation and regulation (or not) of the online infrastructure and economy, and\nhow technology can influence choice in relation to media. Development of this\nknowledge should be prioritised and the development of these skills and knowledge\nbuilt by design into MIL programmes and activities. <\/p>\n\n\n\n<p>Future MIL programmes to promote and\nprotect quality journalism should also include empathy-based understanding of\npeople\u2019s assessment and decision-making processes when dealing with digital media\n&#8211; including awareness of irrationalities, biases, inaccuracies and falsehoods.<\/p>\n\n\n\n<p>The study noted that the key learning\nobjectives of many MIL projects and programmes are the same irrespective of the\ntarget group. Stakeholders should therefore consider how existing MIL models,\ncampaigns and resources addressing universal topics might be adapted for use in\nother areas or for other target groups \u2013 with due respect given to national and\ncultural differences. Given the obligation placed on most public service media (PSM)\nto reach all parts of society, PSM could form part of a dissemination network\nfor the general public and in particular for older people, potentially in\npartnership with others such as libraries and civil society organisations. <\/p>\n\n\n\n<p>The benefit\nof a common framework for evaluation that will facilitate the comparison of\nproject outputs and outcomes was also noted in the study. This would enable the\nidentification of successful projects or project elements with the potential\nfor replication and scaling-up at national or international levels. It sounds\nsimple \u2013 but given the different approaches to delivering MIL it is more\nchallenging in practice.
