On 22–23 September, the European Commission officially launched European Literacy Coalition in Brussels, a new initiative developed under the Union of Skills and the Action Plan on Basic Skills. The launch comes at a critical moment when the OECD PISA 2025 results show that 31.3% of 15-year-olds in the EU struggle to understand basic texts. The Coalition brings together schools, education and training providers, libraries and cultural organisations, teacher and parent associations, and public authorities.
The launch event marked the presentation of the Warsaw Memorandum, the Coalition’s founding text. The Memorandum set out a shared understanding of literacy and outlined the first steps for the Coalition’s long-term work.
Nicola Bruno, member of the Media & Learning Association Board, represented Media & Learning at the launch event. As in Warsaw, he stressed the importance of integrating media literacy and AI literacy into future literacy policies, so that the Coalition’s work reflects the reality of how people read, learn and access information in today’s digital environments.
Organisations can join the Coalition
The European Literacy Coalition is open to organisations working on literacy across all sectors, including those active in digital, media and AI literacy. Interested organisations can join by completing this form.
An open call to manage the Coalition
The European Commission has also launched a call to select the organisation(s) that will coordinate and manage the Coalition’s activities. The deadline for applications is 23 November 2026. More information is available here.
