New report explores EU regulations shaping the future of virtual worlds

A recent report titled “Analysis of EU Regulations and Acts and Their Impacts on Virtual Worlds” has been released as part of the ViWISSO (Virtual Worlds Interoperability – Standardisation Support Office) initiative under ETSI STF 686.

The report examines 11 major EU regulations—including the AI Act, Digital Markets Act, GDPR, and eIDAS 2.0—assessing how they influence the development of immersive, interoperable virtual worlds in Europe. It highlights both opportunities for innovation, trust and safety, and challenges such as overregulation or outdated policy assumptions.

The authors also offer recommendations for standardisation, emphasising privacy-by-design, open interoperability and global coordination—key values underpinning Europe’s emerging Web 4.0 strategy.

This contribution aims to spark dialogue among policymakers, technologists and educators on how policy, technology, and ethics can evolve together to support a human-centred European Metaverse.
