Ofcom publishes new Media Literacy Delivery Plan for 2025–2027

5 December 2025 — Ofcom has released its Media Literacy Delivery Plan for December 2025 to March 2027, outlining the next phase of work under its Making Sense of Media (MSOM) programme. The plan sets out key priorities for the coming 15 months and highlights progress made since the previous annual plan, published in October 2024.

The programme will continue to focus on supporting specific communities to build essential media literacy skills, knowledge, and behaviours. Ofcom also plans to strengthen collaboration with online and broadcast platforms, encouraging them to embed media literacy considerations into their design choices and decision-making processes.

A significant focus of the new plan is integrating media literacy into the mainstream activities of organisations with strong community reach. This includes partnerships with football clubs, local authorities, and corporate organisations that are developing initiatives to enhance critical engagement skills among employees and wider audiences.

All activities will be driven by robust research and evaluation, reinforcing Ofcom’s commitment to making media literacy “everyone’s business.”

The second half of the plan reports on achievements over the last 14 months, measured against the goals set out in the Making Sense of Media Annual Plan 2024/25. Ofcom highlights strong progress and expresses pride in the outcomes delivered to date.
